CARE has secured a one year funding to continue implementing the Harnessing Opportunities to protect and End violence (HOPE) project, in Northern Uganda until December 2010. The project aims at mobilizing resources and partners to reach out to the victims of the Lord's Resistance Army (LRA) conflict and help them rebuild their lives and the communities where they live. The primary role of CARE Uganda is to ensure efficiency and effectiveness in the use of resources allocated to the victims under the HOPE project.
CARE is now seeking to hire a Project Officer (PO) for the HOPE project. Reporting to the Project Manager (PM), the PO is the actual implementer of the project with direct links to the partners and is expected to provide back-up support in supervision, monitoring and providing guidance to the partners and project implementation. S/he will make periodic follow up of partner activities and prepare report on field impression. S/he will represent the project with partners and local government structures in locations where the project is implemented and will represent CARE in different meetings and activities aimed at facilitating project implementation. S/he will be responsible for financial review of partner accountabilities, monitoring field activities and reporting on project progress.
The PO will identify partner capacity gaps and will be responsible for partner organizational and capacity development especially on ensuring compiiance with sub-grant agreements.
Specific PO's role will include:
* Support implementing partners to deliver quality services to the victims of the LRA conflict
* Support the provision of training to staff and implementing partners
* In collaboration with the PM, prepare and regularly implement field monitoring schedules as well as any other periodic follow up support visits to partners as required.
* Collate monthly, quarterly and annual progress reports for onward forwarding to the Project Manager
* Ensure sub-grantees adherence to governing rules and regulations of the grant - both CARE's and the donors
* Ensure timely and quality financial reporting and accountability for the grants advanced
* Document lessons learned and human interest stories/case studies
Specifications and competencies:
* At least three years experience in community development work and capacity building of grassroots CSO's
* A University degree or equivalent in social work, development studies, education, community psychology, social sciences or related field
* Strong report writing and communication skills
* Must be a good team player with strong problem solving ability
* Computer literate in Excel, Power Point, and MS Word
* Understands the need to work in partnership with others
* Good M and E skills and experience in monitoring development projects in conflict/post conflict situations
