Assist in all aspects of policy, planning and implementation of the transitional justice programmes of JLOS;

1. Overall Objective of the Technical Advisors -Transitional Justice
The Technical Advisors - Transitional Justice, will provide programme management support, policy and planning and technical advice necessary to ensure the successful development of an appropriate transitional justice system within the framework of JLOS.

2. Specific Responsibilities
To achieve this overall objective, the Technical Advisors for Transitional Justice will have the following responsibilities: -Assist in all aspects of policy, planning and implementation of the transitional justice programmes of JLOS;
- Co-ordinate the development of action plans and budgets for the transitional justice programmes as well as the organisation of the transitional justice working group and sub-committee meetings for that purpose;
- Provide analytical technical advice to support the implementation of transitional justice programmes as inputs to the overall JLOS strategic policy dialogue;
- Provide analytical support to the JLOS secretariat with respect to transitional justice issues;
- To plan and implement capacity building activities in support of other government stakeholders in areas relevant to transitional justice and to build capacity within the JLOS secretariat with regard to managing the development of transitional justice processes;
- To provide technical assistance to support established and new public-private dialogue and processes relevant to the transitional justice processes;
- To assist JLOS secure Government and development partner financial support for the transitional justice programmes;
- To ensure an effective system for the periodic monitoring and evaluation of the transitional justice-programme, including rnontoring the progress of the various sub-programmes;
- To prepare periodic results-oriented reports for the JLOS Annual GoU/Development Partner reviews and quarterly reports to the Ministry of Finance, Planning and Economic Development describing achievements against approved workplans.


To advise the sector on:
- The overall strategic approach relating to building an integrated approach on Transitional Justice;
- Interpretation and implementation of the Juba Agreement on Accountability and Reconciliation and its Annextures;
- The content of any proposed new legislation relating to transitional justice;
- Comparative experiences that may be relevant to Uganda;
- An outreach and public relations strategy;
- Overall financial strategy, including fundraising and donor relations;
- Strategy on bridging the gap between the national and local debate on transitional justice issues;
- Liaision with key partners (Government partners, the donor community, civil society, traditional and religious leaders, victim groups, the media etc.)



National Advisor
The national advisor must have the following qualifications:
- A post-graduate degree in law, political science, humanitarian assistance, human rights or other relevant field;
- 5-8 years experience working in Northern Uganda on grass roots (NGO, UN, Local Government, Amnesty Commission, Academia);
- In-depth knowledge of the conflict in Uganda;
- Experience in working with victims;
- Good Writing skills;
- Good networking abilities.

3. Reporting
All Advisors will report to the Senior Technical Advisor, Justice, Law and Order Sector.
