JOB TITLE: PROCUREMENT OFFICER
REPORTS TO: HUMAN RESOURCE AND
ADMINISTRATION MANAGER
POSITION LOCATION: KABWOHE BUSHENYI
JOB SUMMARY
The focus of this position is to implement Procurement policy and strategies, to co-ordinate procurement processes and to ensure reasonableness and value for money in purchasing various services, supplies and equipment.

Key responsibilities
1. To produce reports for Senior Managers on a range of procurement related activities, documenting processes, procedures and decisions, making recommendations as appropriate.
2. To ensure that appropraite procurement records are maintained in accordance with the ICOBI Procurement Manual.
3. To draft and advise on contractual terms and conditions as appropriate, ensuring approval of such is obtained from the Supervisor.
4. To ensure that the ICOBI complies with USAID Procurement Guidelines.
5. To assist in the selection of appropriate suppliers and contractors, to promote good procurement practice with due regard to sustainabiliiy, ethical purchasing standards and whole life costing.
6. To ensure that contracts are awarded to competent contractors in accordance with the ICOBI's Guidelines and that ICOBI's rules of engagement are strictly adhered to.
7. To ensure that tender and contract documentation is compliant with all USAID rules and legislation, ICOBI policies and procedures and the Uganda Public Procurement and Disposal of Public Assets Unit.
8. Carry out any other duties as may be assigned by the Executive Director

QUALIFICATIONS/TRAINING
1. High standard of education to CIPS Level 5 and a basic Degree in Procurement and Logistics.
2. Membership of (or working towards) relevant professional association (e.g. Institute of Purchasing)

EXPERIENCE
3. Demonstrable experience within a purchasing and procurement environment.
