To strengthen its logistical support services; Norwegian Refugee Council seeks to recruit a Ugandan national as
Logistics Manager
Duty Location: Gulu, with extensive travel to all areas of operations.
Reports to : Finance/Administration Manager
JOB PURPOSE
The Country Logistics Manager is responsible for leading a team to follow NRC policies and procedures in all areas of logistics, to provide an efficient, effective and accountable service to NRC projects. This also includes overseeing the security teams.
Specific duties and responsibilities:
•Ensuring that all NRC logistics staff receive clear management guidance and technical support in all areas of logistics, including:
•Procurement of all project implementation and operational items, with complete adherence to NRC and donor policies and procedures, to ensure cost effective, efficient, and accountable service
•Management of a fleet of 58 vehicles and motorcycles, including management of fuel tracking, and workshop and maintenance facilities ;
•Warehousing/ Stock control management and transportation of items for projects in all locations, in accordance with NRC policies and procedures, to ensure full accountability
•Management of NRC assets in 6 locations, in line with NRC and donor policies and procedures
•Collate and submit comprehensive reports to the Finance and Administration Manager on a monthly basis. These reports Should include asset management, procurement, fleet management and warehouse management for project sites in compliance with NRC policy
•Providing training, and information to all NRC staff on logistical issues, as required
•Working at a management level to provide creative solutions to resolve logistical problems and concerns, in coordination with other managers
•Supervise a team of 30+ operational staff, including logistics and security personnel
•Provide a strategic approach to logistics including planning and organising the team for future activities
•Review systems and identify gaps in country supply chain; suggest remedial measures to the Country Management Team and take action as required to built sustainable systems
•Guide and supervise the Security Team in implementing NRC security policies and protocols to ensure the security of all NRC assets and personnel
•Be party of management in ensuring appropriate and relevant logistics and security policies exist
Required Skills:
•At least five years experience working as a Logistics Manager, with technical experience in all elements of logistics; procurement, transport, warehousing, asset management and security.
•Extensive experience in personnel management, including capacity building, and providing direction and clarity to a wide range of staff, at different levels
•University degree in Logistics, Supply Chain Management or other related degree
•Ability to communicate at all levels, in difficult circumstances, and strong negotiation skills
•Experience of working at strategic or policy level in logistics, with a strong understanding of policies and procedures, and how to work with these
•Strong organisational and planning skills, to provide structure and systems to a diverse team, in a number of locations
•Ability to work under pressure within a diverse team of people, and be dynamic, tenacious, and committed
•Advanced computer skills, especially in Excel, Word and use of email
Desired Skills:
•Technical knowledge or experience in logistics and security management
•Experience as a trainer or facilitator
•Ability to communicate instructions effectively
