Job Description
TASO was founded to contribute to the process of preventing HIV infection, restoring hope and improving the quality of Life of persons, families and communities affected by HIV infection and disease. TASO requires the services of dedicated, competent, innovative and results oriented persons for employment on a contract basis for the post below;

Supervisees:None
Main Purpose of the Job
To support PHFs laboratory services, ensure that the services are well planned for ,provided with  necessary resources and implemented in accordance with set policies and standards.
Key Outputs
  • Laboratory logistical support for PHFs provided
  • Laboratory services at the PHFs managed
  • Laboratory investigations on clients and staff carried out
  • Health education to PHFs Clients and Support TASO Clients provided
  • Laboratory budget developed and implemented
  • Quality control of laboratory reagents and equipment maintained
  • Laboratory reagents and supplies ordered for
  • Safety of the laboratory maintained
  • Capacity development promoted
  • Laboratory quality management system maintained
Key Duties and Responsibilities
1. Initiate ordering and supplies of laboratory logistics
2. Manage stock at PHFs
3. Keep DHSS Laboratory rrecords (stock cards, books etc)
4. Monitor expiries and with draw and destroy
5. Ensure external and internal quality assurance
6. Maintain Laboratory equipment and inventory
7. Avail data capturing tools
8. Ensure quality improvement, SLAMTA and quality assurance
9. Request for logistical support
10. Plan and coordinate PHFs
11. Plan, Budget and review DHSS performance
12. Conduct Joint performance reviews and support visits to DHOs, MTC and DLFP
13. Follow up timely submission for all PHFs report to NMS in time
14. Follow up all district reports to NMS
15. Carryout trainings need assessment for PHFs (Safety training, GCLP)
16. Support the development and implementation of SOPs
17. Adhere to acceptable national algorithms and standards
18. Conduct timely forecasting and planning
19. Draw an up to date laboratory work schedule
20. Manage inventory in regard to laboratory
21. Develop SOPS for procedures and machines
22. Mentor and train stand ins
23. Check the functionality of laboratory equipment and ensure that they are in good working condition
24. Carry out laboratory testing, using current protocols, procedures, and quality assurance requirements
25. Ensure that there is high level of precision and accuracy for all the tests conducted
26. Responds to technical and logistical problems encountered in the laboratory in timely and appropriate manner
27. Perform daily, weekly and monthly  maintenance of laboratory equipment as required
28. Prepare the patient for sampling
29. Collect the right sample from the right patient at the right time
30. Carry out the test procedures correctly, accurately and timely
31. Harvest blood
32. Record the samples and results
33. Report results according to  SOPs
34. Prepare solutions, reagents, and stains following standard laboratory formulas and procedures
35. List topics of relevance

60. Carry out verifications of the supplies and reagents delivered
61. Verify supplies to and from laboratory and make recommendations to procurement of laboratory supplies
62. Proper and accurate use of PPE
63. Participate in writing a safety manual
64. Follow laboratory safety guidelines
65. Ensure safe disposal of laboratory waste
66. Maintain a clean and safe working environment
67. Keep record of all incidences in the laboratory
68. Follow all laboratory procedures including safety guidelines, the use of personal protective equipment and awareness of blood- borne pathogens
69. Ensure safe disposal of laboratory waste at the facility
70. Carry out mentorship of lower cadres, stand ins and student attachees
71. Keep abreast with the current laboratory techniques and protocols
72. Conduct in service laboratory training
73. Carry out and document proficiency testing
74. Develop a career development plan
75. Keep record of every professional award achieved
76. Conduct laboratory improvement program in the laboratory
77. Document all activities carried out using relevant MOH tools
78. Make periodic reports to MC and Laboratory technologist
PERSON SPECIFICATIONS:  Laboratory Technician (DHSS)
QUALIFICATIONS AND EXPERIENCE
  • Minimum Academic Qualifications
  • Diploma in Medical Laboratory Technology with a bias in either clinical chemistry, Microbiology and Hematology. GCLP and CLP training will be an added advantage.
  • Minimum Experience and Exposure
  • Three (3) years of laboratory work experience in HIV research based organization is required and registered with the AHPC
