About this Job:

The AIDS Support Organization (TASO) Uganda Limited, an organization contributing to a process of restoring hope and improving the quality of life of persons and communities affected by HIV/AIDS, together with the Irish Aid, are to implement a decentralised capacity building project of 50 HIV/ AIDS selected Civil Society Organisations in the Karamoja Region. TASO therefore seeks to recruit competent persons to fill the vacancies below:

Job Title: Accounts/Records Assistant

Reports to: Project Coordinator

Project location: Moroto / Karamoja Region

Supervises: Driver

Main Purpose of the Job: To ensure that all financial records of the project are accurately written, properly maintained and regular/periodic returns properly compiled and submitted, receive cash and cheques payable to the project, and ensure safe custody of such receipts and to pay out authorized payments. Key Outputs

•   Established internal controls implemented.

•   Accounting and Financial management reports prepared on time.

•   Provide HR and Administrative roles to the project.

•   Adequate technical support to CSOs provided

•   Books of accounts balanced and posted as required

•   Vouchers filed properly and authorized payments made

•   Receipt books and cheque books maintained.

•   Project records well maintained

Key Duties and Responsibilities

•   Ensure that established internal controls are implemented.

•   Ensure that monthly, quarterly, annual and other necessary financial reports are prepared and submitted in time.

•   Proper and timely bank reconciliations prepared and presented for review

•   Review all Payment requests for completeness and adequacy of supporting documentation.

•   Ensure that activity funds advanced (contingency funds) are accounted for within 48hrs after the completion of such an activity.

•   Prepare monthly payrolls in accordance with individual staff appointment letter.

•   Ensure that statutory deductions are properly accounted for and remitted to the relevant authorities within the required dates

•   Prepare and submit Variance and other management reports as required.

•   Write expenditure vouchers.

•   Provide logistical and administrative support to the project including project vehicles, staff welfare, and project premises

•   Prepare staff leave rosters.

•   Regularly monitor the physical assets of the project to assess their condition, security and state of care, and take or recommend appropriate actions.

•   Provide input into the monthly and other reports on human resources and administrative activities.

•   Execute payments either by cash or cheques.

•   Ensure reconciled statements are certified by the Project Coordinator before they are submitted for review.

•   Be custodian of all key project records.

Requirement:

PERSON SPECIFICATIONS - Academic Qualifications.

•   1st degree preferably in B .Com (Accounting), BBA( Accounting) or 2nd stage ACCA or 3rd stage CPA Experience and Exposure

•   3 years in a position with heavy accounting responsibilities in a reputable Project or organization preferably an NGO Special Knowledge

•   Knowledge of financial accounting procedures

•   Knowledge of planning, budgeting, reporting and auditing

Key Skills:

•   Supervisory skills;

•   Organizing skills;

•   Hands-on-computer skills in MS Word, Excel and relevant accounting packages (including NAVISION)
